since Bintray is now gone. This adapts the cookbook to modern supported series of Erlang and RabbitMQ. For example, HiPE support is gone. CentOS 6 is no longer a supported platform for RabbitMQ. And so on.
Erlang 24 (via TLSv1.3 support) assumes OpenSSL 1.1 is available, which won't be the case on Debian before Buster, Ubuntu before 18.04, and so on.
