Adapt clause in notify_limiter to consumer timeout changes

Proposed Changes

Consumer timeout introduced a new field in a tuple and the rabbit_channel:notify_limiter/2 function has not been changed to handle this new field in a clause. This commit just adds the extra field in the clause. A test in the Java client test suite detected this bug.
