Summary

I've found that the "how to subscribe to an event" is the most important part of the activesupport instrumentation guide, but it's at the bottom of the page after a long list of events. I think the definition of each event is more understandable after the introduction to subscribing to events.

This PR reorders the guide so that the section on how to subscribe to events is above the list of events.

The list of events is really long, and most people only care about a
specific event or type of event.
