use DidYouMean for broken link fixes in guides #44685

Summary

Ruby 2.7+ includes DidYouMean::SpellChecker, so we can use that for
suggesting corrections for broken links instead of a vendored
Levenshtein algorithm.

Can you remove the CI skip for this one? The generator is technically not documentation so we want to make sure that it runs on CI
