This PR removed a now misleading comment that if
lazily_load_schema_cacheis set thenuse_schema_cache_dumpwill be set to false. In fact, withlazily_load_schema_cache = trueanduse_schema_cache_dumpexplcitly disabled , after #48716 lazy loading of cache from schema cache dump does not happen.
