To elaborate more on this, before this commit, rake notes and rake notes:custom only works with +.builder+, +.rb+, +.erb+, +.haml+, +.slim+, and +.coffee+.

But, with this commit, +.css+, +.scss+, and +.js+ are supported. This makes sense since after we move those assets files under app/.
