We need to move off Drone in the coming months and rely on Github Actions for our builds.

We should look at our Drone configuration on rancher/ui and see how much work is required to migrate to Github Actions. We may have other things running Drone to factor in, such as E2E tests.

Noticed this was added to 2.8. We should probably have this one as 2.9 and create backport issues for 2.8 and 2.7
