Summary

Fixes #10878

Occurred changes and/or fixed issues

• This is the backport of Port drone build tasks to gh workflows + actions #10874
• It also includes the change to split e2e build into a separate job (this will reduce runner load)
  • Reduce the amount of time we spend running gh workflows #10691

TIL: GH Actions list shows workflows by file name, not keyed by name or branch. If a workflow with the same name appears in multiple branches the yaml link at the top will just point to master branch
