ci: bump k8s versions

Description

What this PR does / why we need it:

• bumps k8s e2e matrix to use 1.28.x and 1.29.x
• supports 1.27.x and 1.29 for aks e2e tests due to AKS LTS support.
• bumps HA tests to use latest dapr version
• adds conditional to e2e basic test so it does not run when a full validation is triggered. full validation encompasses basic test.
