[Data] Hard deprecate FileExtensionFilter #43144

Why are these changes needed?

In Ray 2.9, we deprecated the FileExtensionFilter path partition filter in favor of a file_extensions parameter. This PR hard deprecates the API.

Checks

  • I've signed off every commit(by using the -s flag, i.e., git commit -s) in this PR.
