Overview:

This is a somewhat breaking change because of two specific PRs included:

1. Configuration changes #2912

• This change affects RNode operators of versions 0.9.25 and above, because many CLI options are renamed and some of them are in different positions. Please use rnode --help to get the list of all options and for the default.conf reference of configuration file.

2. Add bytesToHex method #2918

• This is a new method added. This change affects Rholang developers although there is no breaking of existing code.
