Note: one file in WebRTC was changed to not use thread_local. That's a bit scary.

This patch moves from WebRTC 69 to WebRTC m74. Everything seems to work on both iOS and Android, but I have only tested basic video streaming.
The build artifacts (WebRTC.framework, libwebrtc.jar, libjingle_peerconnection.so.jar) are built from an unmodified checkout of cc1b32545db7823b85f5a83a92ed5f85970492c9 (the current branch_heads/m74).
Some of the changes to the react-native-webrtc code is from https://react-native-webrtc.discourse.group/t/chromium-webrtc-m74/80 (or, well, what I could understand from the broken formatting).
