Upgrading @readme/eslint-config to 1.7.0.
Removing explicit dependency declarations for eslint-plugin-jest, eslint-plugin-jsx-a11y, and eslint-plugin-react as those are now core deps to @readme/eslint-config.
Adding some exception expectations to some api-logs tests as that's now a requirement for 1.7.0 of our config.
