Integrate RTD with issue tracker PR mechanisms.

Fix admin user experience failures. Cleanup janky form implementations and unify all the different styles of form fields and action lists we are using across all the pages.

Improve our story around search

Resolve some lingering build stability issues. Issues with uncaught build errors, random build failures, and general UX failings should be addressed here.

Our error reporting has declined and we are not catching a lot of top level errors. Collect them here and actually catch these.

We need to create better user documentation. The majority of our documentation targets developers for Read the Docs.

Improve user documentation around project admin features

Refactoring and code clean up tasks raised at some point in development or review.

New builder features, to help introduce better user experience into our building. This is secondary to builder stability, though there is some overlap in goals here.

Some features that we would love to have in Read the Docs, but we can't focus on just yet. If you are a new contributor and want a new feature to implement, look no further.

Switching to Django 2 LTS and Python 3.7

Actually support Mkdocs

Improve test suite. This could be a good place to jump into our code if you are new.
