Description
This feature adds the process of linking related incidents by retrieving UUID data from Memcached and sending it to a Rails API for linking.
Detail
main.go: Added a new conditional block that uses a regex to match incident relationships. If all validations pass, the system will create a link between the incidents using the retrieved UUIDs.packaging/rpm/Makefile: Enabled the network flag, which is required for building the RPM package.
