Who is this for and what problem do they have today?

Redpanda users using follower-fetching should be able to monitor how many bytes have been fetched from non-leader replicas via public and internal metrics

What are the success criteria?

New metrics showing bytes_fetched_from_followers

Why is solving this problem impactful?

Enables users to see the value of follower fetching and also track usage (and non-usage)
