openjdk: 11 -> 17
keycloak: 21 -> 23
(Maybe) Fixes #15304 on the basis that we were using an older keycloak version with a deprecated (from keycloak's standpoint) java version. By upgrading Keycloak to latest greatest and bumping openjdk to the most recent LTS version offered on Ubuntu 22.0.4, we may avoid these obscure Java errors altogether.
