tests: do not upgrade more than one feature version at a time #17798

Previously some of the tests were updating Redpanda from some old unsupported version to the HEAD. This may cause any unexpected issues as we do not support such upgrade pattern. Change the test to work through all major versions from the requested one all the way to the most recent. Signed-off-by: Michał Maślanka <michal@redpanda.com>
