We can't just skip to the end, as there maybe leb encoded bytes that are 0x0B, so we actually have to parse this. AFAIK there should only be these types of expressions in global initializers. Signed-off-by: Tyler Rockwood <rockwood@redpanda.com> (cherry picked from commit a3b7d47)
