How exactly does ChromeDND block notifications?

Here's a quick, 30 second video demo. As you can see, when Chrome DND is active, your notification setting is set to Blocked. When DND is inactive, your notification setting is changed back to the default, which usually is Ask. Anyone can reproduce the behavior shown in the video by navigating to chrome://settings/content/notifications and toggling DND on and off. Note that you have to refresh the notification settings page before it will reflect the changes made by ChromeDND.
