Always create new orphaned branch for gh-pages

Note, even though there are a few jobs that update docs, we only bother to do this for the python doc update, which is the first doc update to go through (followed by rust-docs and the benchmarks). This means we end up with a stack of 3 commits, but don't otherwise accumulate a lengthy history.
