Add a flags parameter to route mounting #146

From Marvin on the restify list:

server.get({path: '/name/:name', flags: 'i'},function(req, res, next) {  
        res.send('Hello ' + req.params.name);
});

That is, basically allow case insensitive routes without requiring an instance of RegExp.

Fixed in master. Will be in 1.4.3
