Ability to calculate equinoxes and solstices times #32

This introduces a new Astronoby::EquinoxSolstice class which is able to calculate times for equinoxes and solstices.

year = 2024

Astronoby::EquinoxSolstice.march_equinox(year)
# => 2024-03-20 03:05:00 UTC

Astronoby::EquinoxSolstice.june_solstice(year)
# => 2024-06-20 20:50:14 UTC

Astronoby::EquinoxSolstice.september_equinox(year)
# => 2024-09-22 12:38:28 UTC

Astronoby::EquinoxSolstice.december_solstice(year)
# => 2024-12-21 09:15:22 UTC

Times have been compared with results from the IMCCE. The precision currently varies from 1 minute to a dozen minutes. This is not great but it is a first step.

More work will be required to include more corrections and aim for a better precision.
