Record Ought spinoff of Elicit

I think this should be done like how GiveWell -> Open Philanthropy. The people who went from Ought to Elicit should have their end_date set on their Ought position, and then have the same start_date on the Elicit position. If Elicit doesn't exist yet as an org, that should be created as well.
