I just merged in the boom-template bump, so lets merge this once prepare-boomconfig passes. Otherwise LGTM. |

First PR to get CircleCI integration setup for the riscv-boom repo. This addresses #92 and fixes the issues (most of them) that I encountered in #138. Note: This will fail on the BoomConfig tests/compile until the PR for riscv-boom/boom-template is addressed.
