Changes to labels drop-down menus

I'm trying to untangle some things in the drop-down menus in the authorities:

• In Publications, Country of Publication (044), [XD-PE has no label configuration should be Peru
  

• In Publications, Country of Publication (044), Switzerland: Vaud will be removed from the countries with Update PublicationFormOptions.yml #1578

• In Publications, Country of Publication (044), Translation missing: en.languages.benin should be completely removed because a language shouldn't go in the Country field. I don't think we need it as a country in Publications (but someone speak up if we do).
  

• In Publications, Language code (041) please add Turkish (this is tur in Sources)

• In People, Nationality (043), Translation missing: en.languages.benin should be completely removed for the same reason as above
  

• In People, Nationality (043), the "Translation missing" countries will be added with Update en.yml translations#130
  

• In Institutions, Country code (043), [XD-PE has no label configuration should be Peru
