For those stuck in Puppet 2.7 without Hiera does this component support extdata lookups?

No. And unless someone steps up to implement it, I doubt it will be.

You can try stubbing the function on the scope as described here: https://github.com/rodjek/rspec-puppet#accessing-the-parser-scope-where-the-function-is-running
