Upgrade to the latest rules_python and organize the project structure

feat(build): #39 upgrade bazel rules_python

- Upgrade `rules_python` to version `0.34.0`
- Delete `WORKSPACE.bazel` file
- Improve the project structure
- Remove unnecessary scripts, these are no longer
due that the project is now using Bazel for building
and to publish the package is using the CI/CD pipeline
- Update `.gitignore` file to ignore the
`.pytest_cache/` directory
