Schedule another run if tracked files are modified while rollup is already running in watch mode

This is tracking something that popped up during #2259. When a file is modified in watch mode while rollup is already running, this will not trigger a restart of the watcher.

Ideally in such a case, rollup should trigger a second run after the current run completed.
