This PR fixes the tox tests on travis ci.

Changes:

  • fixed setup.py ... version could not be set and requirements.txt was not loaded.
  • enabled tox linux tests py36, py37, py38
  • configured style checks and enabled travis test
  • updated requirements
  • fixed pep8
  • fixed cmip5 test data path
  • used pytest.xfail for failing tests on tox.

Fix #2. Open issues can be fixed with later PRs.
