- replace boost functionality by standard C++

@130s - After this PR goes in, I'm going to test everything out one more time tomorrow and then I'll look to create some ROS2 releases (I'll need to create a new ros2-gbp in the shared org so that we can release to rolling) |

Test failure is just the API/ABI change - which we expect |
