There is an unescaped underscore in the changelog of the ur_gazebo package that leads the RST parser used in Bloom and others to consider it an RST target.

This was introduced in f975bcd (here).

This leads to errors / warnings like:

<string>:30: (ERROR/3) Unknown target name: "arm".

The underscore should be escaped or removed.
