Add Docker image for Wily #320

As discussed #222, this will allow us to add a Travis test for Wily. Based on Docker image @tfoote suggested http://discourse.ros.org/t/drop-support-for-wily/727

Sorry for the ignorance, but within this PR is Wily tested? I don't see 15.10 (nor 16.04 btw) in Travis' result (e.g. instead I see 14.04).

The Travis test currently has no notion of Wily - that is coming soon. This PR simply creates a new Docker image that will then be used for a Wily CI test. I've tested the Docker build locally including @rhaschke's recent PR for Wily support

I see. Then we'll see how the Wily docker container works on the CI I think.
