In SHA 56e7051 (issue #8), a fallback locale of en_US.UTF-8 was set. This is hacky. It should follow the local of the browser user.

As discovered in issue #20, $LANG is set for Linux (incl. Chrome OS) users, but not others. That could be used as the locale when available. It is unfortunate it isn't available on all platforms. I'll wait to see what the NaCl folks say about it before proceeding.

Whatever is done for the mosh-server locale should also be done for the $LANG workaround.
