Show empty UI message in code explorer if no project nodes are found. #4748

Just for the posterity -

An empty Access project will render like thus:

When there are no open databases, we will get this. Same thing with Excel where there are no workbooks open:

The PR is meant to address the weird situation where we do have projects to be parsed but no suggestion to manually parse. The correct fixes for both the scenario of C & R not automatically parsing correctly (as per #4743 and the scenario where there are no projects) won't be in the scope of 2.4 release. Both should be fixed but in the next version.
