Fixes rubocop#11549. This PR fixes an error for third party cops when inheriting `RuboCop::Cop::Cop`. It makes the same changes to `RuboCop::Cop::Cop` as `RuboCop::Cop::Base` in rubocop#10839. Confirmed that rubocop-i18n tests pass again.

@bbatsov This seems to be a critical path for upgrading to RuboCop 1.45. It looks good that 1.45.1 will be released ASAP after the merge. |

This PR fixes an error for third party cops when inheriting
RuboCop::Cop::Cop. It makes the same changes toRuboCop::Cop::CopasRuboCop::Cop::Basein #10839. Confirmed that rubocop-i18n tests pass again.Before submitting the PR make sure the following are checked:
