The new url-format can bee seen in the projects settings-page, under
tags.

In short, the new url is not /export/<Organization>/<Project>/<options>

Organization can be either the Title of the organization, or the id.

Project can be either the short_name of the project, or the id.
It is now possible to have each snapshot upload semver-compatible
exports automatically to one or more external servers.

Initially, any s3-compatible server should be supported.

This will ensure that even is Skiver for some reason is unavailable,
the translation-files are still available for download from users.
