Azure DevOps - Project lock error messages link to workitems instead of pull requests #957

The above lock error message links to a workitem which is an Epic called Networking that happens to have and ID of 200. It should instead be linking to the pull request in the current repo with id of 200.

Looks like we'll need to modify this string here (locked by an unapplied plan from pull #%d) for AZDO. Most others use # to link to pull requests, but AZDO uses !.
