2.6.9-1: Drag workflow steps does not work unless you edit a step first #2004

Expected/observed behaviour:
Upon editing a job, I expect to be able to drag the workflow steps up or down in the list, using the Drag to reorder icon on the right-hand-side. If I click on it as my first action after getting to the Edit Job page, my mouse pointer changes (on mouseover), but I cannot drag - I merely highlight text.

Workaround: Click on any workflow step's Edit icon, then click Discard. Now the drag icon works as expected.
