This is a re-do of @workingjubilee's PR (#542), using the new 'archived' section (from #546) instead of deleting the crates entirely.
I think there's probably way more crates that would fit the criteria (and hopefully there'll be more of a consensus now that we're de-emphasizing stuff rather than flat out deleting them), but I thought it'd make sense to start small.
