to_opt_closure_kind ICEs when it sees placeholders... so don't do that

no test b/c I'm too lazy to write a no-core test for this, but I could be convinced otherwise

wait... how does Bound appear? shouldn't we map this back to infer vars again? Is it used in const eval which canonicalizes but never instantiates?

Bound may no longer be needed 🤔 -- i think that was preexisting
