This adds a new make target 'dist-osx' to create a .pkg installer for OS X, working toward #9876. This of course only works on OS X.

There was quite a discussion in this email discussion. It is still quite unsure what the official way to distribute Rust will be. That said, I'd really prefer not having any support for distro specific packaging as part of Rust's build system.

Woo! This was on my todo list for this week.

Can you make it so the .pkg file is built as part of make dist on OS X?
