This skips the top-level script in the root of the NDK folder, making it ever so slightly faster to launch.

Just a draft for now as I haven't really tested this on Windows yet - but the missing
.cmdis obvious enough, and this command is probably useful to expose from thendk-buildlibrary anyway.
