Add new MongoDB option for self-signed certs #17

This PR adds a new boolean option mongo-validate-pem-file that when set to false will use the mgo client drivers option to toggle disable the validation of TLS certificates. This will allow the use of self-signed certs. The default is for the option to be disabled thereby falling inline with existing monstache behaviour of requiring valid certificates.
