Bump dev dependency versions to suppress security warnings

This version does not change the chunk code at all. This version bump just includes updated dev dependencies, which may not warrant a version bump at all but I did so to hopefully avoid breaking anybody's old code. The newer dev dependencies don't seem to run on node 8.x and older, which is why I bumped the version.

support both browser and node

Add support for browser, and installation via bower.
