Improve data flow controls in terminal sessions

• Fix crane update hook handler on client
• Fix home hub policy check, add ID as Hub entity domain
• Integrate duplex flow queue into terminal
• Rename flow queue file
• Add submit control to terminal
• Update terminal opts for production

The failed test is about the measured capacity being too high. This highly likely due to the high internal performance the delaying system being non-optimal. The test normally succeeds and also succeeds locally.
