unicode box "open your browser" and cleanup of sage/server/misc.py

Here is a patch that

• enhances the look of the message shown by "sage -n" using a unicode frame
• put the file sage/server/misc.py into pep8 standard

I think it is better to close this ticket, as it deals only with obsolete code, which should be removed sooner or later.

I have proposed the main change directly to sagenb, where it belongs.
