What does this PR do?

This PR is adding the function list_downloaded to the apt module, which allows us to use the pkg.downloaded state.

What issues does this PR fix or reference?

Previous Behavior

There was no list_downloaded and pkg.downloaded couldn't be used.

New Behavior

list_downloaded is now there and pkg.downloaded can be used.

Tests written?

Yes

Commits signed with GPG?

Yes

This enables us to use the pkg.downloaded state also for Debian
and Ubuntu.
This should be the success message.
