htslib 15.1 version

this version miss the config.h.in file and can't be ./configure automatically

but can replaced by the config.h.in file in version of 14

I have just downloaded an built from htslib-1.15.1.tar.bz2. It contains the config.h.in and works quite happily. Are you using the right file to build from?

Perhaps the OP downloaded one of the “Source code” links on the GitHub release page. GitHub had the assets links at the top of release pages for a while, but moved them back to the bottom quite some time ago.

So perhaps it is time to move the “The ‘Source code’ downloads are generated by GitHub and are incomplete…” text back to the bottom of the page. And add your votes to community/community#6003.
