When I'm looking at expired leases, it's not clear whether lease deactivation will cascade to files on the work. The UI for ending embargoes is much clearer and prompts whether to cascade or not (on by default). Use the same type of UI for expiring Leases as there is when Expiring embargo:

wustl 157 - prompt for files on batch lease expiration
